Ps4 takes forever to download games

I bought GTA 5 yesterday and putt it to download in rest mode, yesterday, over night, it omly progrest 1,5 GB. So it downloads faster ween i use my PS4. My internet is not that slow. I had it download 22 gb befor i went to bed. What is wrong with my PS4? Sorry my language. Doesn't make sense though when I hit download speeds test on PS4 settings it says 19 Mbps but then if test again and again it will give me variations like 8 Mbps and 12 Mbps 19.5 Mbps and 15 Mbps. So it's weird. But once I restart my modem it downloads fine. For some reason this only does it for demos and game downloads (patches).
